You mean arrows relative to the camera, or to your car? Anyway, keep in mind that arrows has two problems:
1. They are only 8-directional
2. They have no pressure sensors (they are up or down, there are nothing in-between).
Because of this, steering with arrows relative to the camera would be very inaccurate, that's why i'm guessing that you mean steering relative to the car. Is that what you meant?
Yes like a setting for other sort of steering manouvers

For me steering/driving with arrows means:
left/right - change direction/orientation of car and always left is left and right is right (relative to car).
up/down - accelerate/decelerate.
no "old days - NES like controls" where you move only in 4/8 directions.
